A Strategic Alliance for the Social Protection of Public Sector Employees

The affinity group Fonction Publique d’État, composed of MGAS, MGEN, Relyens, and MNH, has won the contract for the Ministères sociaux as part of the Complementary Social Protection (PSC) reform. This agreement, signed on May 28, 2024, ensures mandatory health coverage and optional provident insurance for over 23,000 active employees and 23,000 retirees, starting on January 1, 2026.

This mutualist partnership brings together complementary expertise to provide high-quality, solidarity-based, and accessible social protection, covering employees of the Ministères sociaux, their decentralized services, 18 Regional Health Agencies (ARS), and around twenty Public Administrative Establishments (EPA).

The group’s leaders highlight the strength of this alliance, which offers services tailored to the needs of employees while reinforcing a competitive economic model. This momentum also paves the way for future tenders, further strengthening the role of mutual insurance organizations in the public sector’s social protection landscape.
